जी-८ को होक्काइडो शिखर सम्मेलन

तीन दिनदेखि संसारका ८ शक्तिशाली औद्योगिक राष्ट्रहरुका राष्ट्राध्यक्षहरुको सम्मेलन भइरहेको छ होक्काइडोको सुरम्य पर्यटकीय स्थल तोयाकोमा। जी-८को आधिकारिक वेबसाइट अनुसार शिखर सम्मेलन(summit)होक्काइडोमा भएपनि मन्त्रीस्तरीय बैठकहरु भने जापानभरि छरिएका रहेछन्।

जी-८को सम्मेलन जी-८मात्रै नभएर अरु बिभिन्न देशहरु र निकायहरुको पनि सहभागितामा हुँदैछ। द्रुत आर्थिक विकास, विशाल भूगोल र जनसंख्याका कारण नयाँ आर्थिक र सामरिक शक्तिका रुपमा उदाउँदै गरेका दुई एशियाली मुलुकहरु चीन र भारत, यूरोपियाली यूनियन, अफ्रिकी मुलुकहरुका प्रतिनिधि निकायहरु, ब्राजिल आदिको उपस्थितिले वर्तमान विश्वको जेलिएको अन्तर्सम्बन्धलाई स्पष्ट पारेको छ। आफ्नै तालले अगाडि बढ्न अब विश्वका अति विकसित र शक्तिशाली राष्ट्रहरुलाईपनि सम्भव रहेनछ।

विश्व तापमान बृद्धि, अकाशिँदो तेलको भाउले ल्याएका समस्याहरु र विश्वब्यापी आर्थिक मन्दीमा केन्द्रीत छ यो सम्मेलन। साथमा 'अफ्रिकाको विकासका लागि चौथो अन्तर्राष्ट्रिय सम्मेलन' पनि हुँदैछ।

विश्व तापमान बृद्धि सबैभन्दा पेचिलो समस्या हो हाम्रो समयको। हुनत विश्व तापमान बृद्धिमा हाम्रोजस्तो देशको नगण्यपनि योगदान छैन होला तर यो हाम्रो लागिपनि ठूलो समस्या हो। अझ हाम्रो गरीबिका कारण सबैभन्दा पहिला असर पर्नेमा हामी पर्छौं। "खाई न पाई-छालाको टोपी लाई" भन्ने नेपाली उखान चरितार्थ हुन्छ यहाँ। हाम्रो उपाय भनेको विश्व तापमान बृद्धिका कारणहरु विरुद्ध आफ्नो आवाज मिसाउनु, औद्योगिक देशहरुलाई वातावरण-मैत्री प्रविधि अझ बढी प्रयोग गर्न घच्घच्याउनु र आफ्नो भावी आर्थिक विकासको बाटोलाई सकेसम्म वातावरण-मैत्री बनाउनु हो।

हिजो जी-८ले सन् २०५०भित्र विश्व तापमान वृद्धिका कारक 'ग्रीन हाउस ग्यास'हरुको उत्सर्जनमा आधा कटौती गर्ने लक्षको घोषणा गरेको छ। अल्पकालीन, मध्यकालीन लक्षभने देशहरु आफैंले तय गर्नेछन् भनिएको छ। जी-८का वर्तमान अध्यक्ष जापानी प्रधानमन्त्री यासुओ फुकुदाले केहि समय अगाडि "फुकुदा दृष्टिकोण" (Fukuda Vision)नाम दिँदै जापानले सन् २०५० भित्र
आफ्नो ग्रीनहाउस ग्यासहरुको उत्सर्जनमा ६०-८०% कटौती गर्ने महत्वाकांक्षी योजना पेश गरेका थिए। अहिलेको जी-८ सम्मेलनको यो निर्णयमा केहि हदसम्म प्रधानमन्त्रीको फुकुदाको 'लबीइङ' पनि जिम्मेवार हुनसक्छ। तर २०५० जस्तो टाढाको लक्ष राखेर र निकट भविष्यका लक्षप्रति मौन रहेर गरिएको घोषणाको सार्थकता कहिलेसम्म रहला र विकसित देशका भावी नेतृत्वले यो घोषणालाई पछ्याउलान्, नपछ्याउलान्, यो भने शंकाको विषय हो।

केहि जापानी संचार माध्यमहरुले जी-८को यो बैठकलाई 'अलोकप्रिय नेताहरुको भीड' पनि भनेका छन्। हुनपनि जर्मन चान्सलर मर्केलबाहेक बुश लगायतका बाँकी जी-८ नेताहरुको लोकप्रियता यतिखेर धेरै कम छ। गत सेप्टेम्बरमा ५९% जनमतका साथ आफनो कार्यकाल शुरु गरेका फुकुदाको लोकप्रियता झरेर मे मा २१% सम्म पुगेको थियो। सम्मेलनका कारणनै होला, अहिले उनको लोकप्रियता २९% मा उक्लेको छ।

तर यो जी-८ सम्मेलनले फुकुदालाई फेरि दह्रो लोकप्रियता दिन्छ कि दिँदैन, त्यो हेर्न भने केहि समय पर्खनै पर्छ।

  1. Thanks Basantji, for sharing your thoughts on recently concluded G-8 summit.
    The G8 summits have often involved widespread parallel debates and protests across the globe. Though, the objective of the summit seems to be quite appropriate, many people believe that this group (G-8) represents the nations that are actually responsible for accelerating inequality and poverty & for the reduction of social welfare. The meeting mainly discussed the issues related to climate change, Intellectual property rights, food crisis, economical issues as well as the ongoing geopolitical concerns. As you have rightly pointed out, the commitment required to address the climate improvement programme remains to be watched.& the other agendas are more or less of subjective nature. We can "only wish" for a better and sustainable future in "all" stated aspects...

    I agree with you, Nepal is not significant global producer of GHG's but will be one of the hardest hit due to it's consequences.

    People haven't given much thought to it, but it's time that we formulate plans to conserve our wetlands and water resources. The world may survive without petrol, but they can't survive without water. A long term vision on water resource can be our trump card for future economy.

    we need to be serieous in utilizing our rich water resources as well as need to develop rerual energy technologies...

    The global average surface temperature fluctuates over time, but recently it has increased dramatically. From 1920 to the present, the earth’s average surface temperature has increased by 1.4 °F. According to the National Academy of Sciences, this change is the largest global temperature rise in at least the last 2,000 years and, possibly, the last 5,000 years. The sharpest rise occurred between 1975 and 2005, when temperature rose steadily by about 1 °F.

    And we need to think and develop the technology solutions........
